In the comic books Robin and Starfire did have a thing going on. And Slade looks like a one eyed man with an eyepatch, blond hair, and a blond beard. He looks just as menacing without his mask as he does with it.

No. Not on the tv show they didn’t. But in comic book lore, Slade is known as Deathstroke the Terminator & his real name is Slade Wilson. And he has been a longstanding enemy of the Teen Titans for years. As for Robin & Starfire, it is implied at the end of "Teen Titans: Trouble in Tokyo" that a romantic relationship has formed between the two.
